$ TZ=UTC date -d "23:00 + 1 min"
Fri Apr 26 22:01:00 UTC 2013

TZ=EDT date -d "23:00 + 1 min"
Fri Apr 26 22:01:00 EDT 2013


$ date -d "23:00 1 min"
Fri Apr 26 23:01:00 EDT 2013
