[nSLUG] do non-latin TLD's work on older systems?

I'm on Eastlink using Ubuntu 10.4 with chrome and get results similar
to the following blog except that
the first page to load is in Arabic so I have to click on the "english" link.

I'd be interested to know how older software handles the new TLD's.
Do all linux
browsers display the URL's in punycode?

Do any of the non-latin TLD's meet the criteria for effective
non-spoofing name registration?
I suppose there is a market for tools that can find non-ASCII names
that produce punycode
strings like "somebank.com"
