[nSLUG] tcpdump: unfamiliar output means...?

Wtat does output from tcpdump like this mean?
15:18:21.513771 IP 30.84.19.8 > 161.74.204.142: at-#174 89
15:18:23.513770 IP 30.84.239.220 > 161.74.26.8: at-#226 89
15:18:27.503786 IP 30.84.151.158 > 161.74.68.155: at-IP 89
15:21:32.113767 IP 123.57.80.171 > 70.145.43.228: at-#172 89
15:21:34.113770 IP 123.57.180.87 > 70.145.183.197: at-#26 89
15:21:38.133771 IP 123.57.58.172 > 70.145.80.136: at-#121 89
I don't see any mention of "at-#nnn" in the manpage.
I'm getting a scattered series of these probes from Aisia, optonline
and hosts in the US DOD 30.0.0.0/8 block, inter alia.
