WIND=`grep Wind: weather.out | tr -s " "`
That will send the current wind speed from the page Gerald referenced to
the notification daemon on your machine. Pop that in a shell script and
make a cron job to call it as often as you want and off you go. The -t
option to notify-send specifies the timeout before the notification
closes, if you want something there permanently/for longer.
