You may need the "authoritative" option as well.

Ensure that clients are not just "renewing" leases. Under windows I
think you need to run the commands: 

ipconfig /release
ipconfig /renew

If all that fails set the lease times to 300 seconds and changeing the
address pools. It will thrash your network, but it should force new dhcp
discouveries.
