[nSLUG] "No route to host" under samba

Folks,

I have a small network behind a firewall with two Fedora Core machines 
and Win32 desktops. Both FC machines are running samba, one as an 
office fileserver, DHCP, DNS (tertius, FC2) and one as a web server 
(outweb, FC3). Tertius works just fine, or at least I think so, 
including the samba shares. Outweb is not so agreeable. Here are my 
diagnostics to date:

I can successfully contact outweb from tertius:

[rick at tertius rick]$ ping outweb
PING outweb.bsbc.nb.ca (192.168.1.11) 56(84) bytes of data.
64 bytes from outweb.bsbc.nb.ca (192.168.1.11): icmp_seq=0 ttl=64 
time=0.489 ms

outweb can ping itself by name and loopback:

[rick at outweb ~]$ ping outweb
PING outweb (192.168.1.11) 56(84) bytes of data.
64 bytes from outweb (192.168.1.11): icmp_seq=0 ttl=64 time=0.224 ms

[rick at outweb ~]$ ping 127.0.0.1
PING 127.0.0.1 (127.0.0.1) 56(84) bytes of data.
64 bytes from 127.0.0.1: icmp_seq=0 ttl=64 time=0.213 ms

On outweb, I can browse outweb:

[rick at outweb ~]$ smbclient -L outweb -N
Anonymous login successful

and I can attach to a share using smbclient:

But everything goes to poop when I try smbclient from tertius:

[rick at tertius rick]$ smbclient -L outweb -N
Error connecting to 192.168.1.11 (No route to host)
Connection to outweb failed

Recall that I can ping from tertius to outweb, so there is a route.

As some potenital clues here's the browse info on tertius:

Note that both servers claim to be Master, but the outweb does not list 
tertius as a server.  I believe that the smb.conf files are similar, 
but haven't included them here; the post is longer than I'd like 
already. I'm at a loss to explain what's going on, or where to look.
